The Department of Defense maintains possession of reconnaissance satellites that have the capability to collect images, analyze impacts, and initiate first responder movement in reaction to domestic disasters. The opportunity to employ the United States Government’s most technologically advanced tool has been prohibited due to a series of mixed legal concerns amongst federal agencies. The information collected from satellites can assist local, state, and federal agencies with emergency disaster management functions without violating search and privacy freedoms afforded by the U.S. Constitution through the creation of policies and procedures that could place real-time imagery in the hands of first responders.
